They were called 'skants' (skirts and pants merged together). It was to show that sexuality and gender roles in the 24th century had changed. The design of the uniform was basiclly a very long tunic, similar to the dress uniform length with a pair of short biker shorts under it, giving the illusion of a skirt.

All the Star Treks had odd things about the various uniforms. the strangest uniform, I think, is the one piece outfit they wore in star trek: the motion picture. the best uniform, I think, is the one worn by T'pol in Enterprise.

i dont recall seeing those, but i do remember the girls wore dresses that had such short length as to look like shirts.
oops, sorry, i was thinking of the original star trek:
it was the 60's. the age of breaking through social barriers and experimentation.

The Rodenberry premise that there would no longer be prejudice & discrimanation in the future.. Girls could wear pants and guys could wear skirts... pretty obvious LOL
