Hitchhiker's Guide is great. Reading level is probably teen and up.
Bridgit Jones' Diary is hysterial, ok for teens
Holes by Louis Sacher (and his Sideways School books)
A Long Way from Chicago by Richard Peck
Ramona books by Beverly Cleary
Speak by Laurie Halse Anderson has some very dark, ironically funny moments. OK for teens
Captain Underpants books are good for the younger range
Anything by Daniel Pinkwater
Terry Pratchett books are funny for older teens

Poems by Jack Prelutsky and Shel Silverstein are always good, and most are funny

Hit the Road by Caroline B. Cooney is very funny...as is Rash by Pete Hautman...those would be my two top picks offhand...and the Georgia Nicholson series (Angus, Thongs, and Full-frontal snogging is great for the older ages...but not for 10 year olds.) Probably the best family-friendly titles that are funny would be THE TEACHER'S FUNERAL or HERE LIES THE LIBRARIAN both by Richard Peck. Also for the younger group, Because of Winn Dixie is pretty enjoyable.

I think most of the answers given are too old for a ten year old. How about Ransom of Red Chief by O Henry?
