The site wouldn't necessarily do online banking but would probably link to a third party online-banking service. I need to know what is important for the web designer to be familiar with in order to knowlegeably work with that third party provider? Is basic HTML enough? Or should they know Java or C++ or something else?

I'd say with that sort of client you really really want to go to a high end agency. Heck I'm a pretty accomplished web designer and the first thing I'd do if you came to me with a job like that is pass you on a copy of yellow pages.

Main thing is with a job like that there's a lot of security issues which a designer could be liable for - any one man band is not going to be equiped to deal with any fallout from screw ups.

Seriously - seek a large professional agency, and get your wallet filled.

For online banking, basic html is definitely *not* enough!!! They definitely need to know how to handle what is known as server-side programming and almost certainly database interactions.

I think you need web developer instead of web designer.
web developer is the person who writes web applications.
web designer is the person who designs look and the feel of the website.

so any web developer knows one of server side scripts, thus look web developer.
