Depends on what part of Tunisia you go to.
If you go to the south, you will definitely get a good tan. But if you stay in the popular tourist cities such as Monastir, Sousse, Hammamet, or Tunis, the weather is still too mild for a tan.
The weather in March is usually like spring in America. You have warm days mixed with some chilly ones. Average temperatures are between 18-23°C (64-73°F) and there may be some rain.

I suggest bringing some long sleeved (not too hot) & short sleeved shirts, some pants, shorts, a bathing suit (at the minimum you can swim in the hotel pool if the Sea is still too cold for your liking), a sweater or a light jacket, and an umbrella.
The nights are chilly due to the humidity which makes the cold go straight to the bone and makes it feel colder than it really is, so I suggest bringing something warm to sleep in at nights.

that is cool for tunisia, as it is usually hot and dry. Also, warmth has nothing to do with tanning, it is to do with the strength and minimal scattering of the suns rays. But, seeing as how Tunisia is a desert country, there is little cloud cover and thus little scattering, and more direct radiation. So you should have no problem getting a tan if it is sunny.

It depends on where and when.
Out in the desert it would never get that cold but for Winter in Tunis 69 f is quite warm.
Even I managed to get a tan in a few weeks, and I hate the sun.
