Depends how old the child is.
Usually, the parents would contact the police & count them as a 'missing person' if they have not returned home after 2 hours of 'playing out' or whatever. But if they have left the aNote saying they have left, they would take it to the Police Station & advertise it in the news ppappers.
Also, they'd ask for sightings, and if there's any cause for concern [e.g someone forcing a child matching the child's description into a car], they'd probably put it on the News, appealing for, well, news.

Police begin an all out search whenever a child is missing. There is obviously a problem in the household, either between parent/child, because of the parent, or because of the child, so Child Protective Services will get involved once the child is located. The child may be removed from the home and placed in foster care until the situation is sorted out.
I hope your cousin is ok. The world is big and ugly and no place for a kid alone!

I'm really sorry to hear about your cousin. It's different for every child. If the police investigate it some more and feel that your cousin is in danger, they'll set up an Amber Alert which means that the child has been kidnapped or is in real danger. Right now, they'll probably just post up signs on the news or or boards. The police are not stupid, they'll find your cousin. I hope you do okay!

First off they will not do anything unless your cousin has been missing at least 24 hours, even if there is a note.
They will put her on the regristy online for runaways in the area and will probably go around town showing her picture to people asking if they have seen her, they will also contact her friends and her friends parents to see if they know anything.
I do not think they will put posters up of her on account she is a runaway and not a kidnapped child but her parents can put them up.

My sister used to runaway all the time between 13-17 -- and my mom called the police everytime. They'll put the search out and if they run into them they'll pick them up but depending the age and situation they won't go on a missing person search like they were kidnapped. But give it enough time your cousin will probably come home on their own -- of course that depends on the situation your cousin is in.

Unfortunately, part of this depends on how large the town/city you live in is. My town has a population of about 30,000, so runaways tend to end up on the evening news and the police talk to all their friends to try to determine where the are. In larger cities, the police probably have more urgent cases to investigate.

The police will put out a missing persons report across the US and when they find her she will be brought back and if under the age of 18 will be taking to a Juvenile detention center.

In addition to what the other answerers are saying, I believe there is a legal reason to report them missing. If you fail to do so, I think the parents are held responsible for absences from school. It sounds so trite to say they will go on with their lives. Even if there are problems between them, they love that child and will think if him/her every day and wonder if they are ok.

When they find her
she'll probably be grounded for life...
