Hello...my question is would a 13 year old girl with a height of 4' 11"

Im thinking it would be too big on you in a small because when I was 12-13 i got a size small bikini and i weighed like 115 lbs., 5'3-ish, A-something. So unless you got one you could tie really tight I think you should go somewhere that carries an XS or go to Limited Too- they have pretty cute smaller sizes or Hollister/ Abercrombie/ American Eagle have XS sizes but they're all string bikinis. Hope this helps!!
Also, remember that a swimsuit should always fit tightly because they will stretch out when they get wet.

Ehh probably not. I'm 5'0" and 97 lbs or so and barely fit into the size smalls there. I'd recommend going to Aeropostale or Delia's where they always have XS size swimsuits.

You're pretty tiny but a small should fit, I might try and XS is I were you.

yea i think you'd probablly fit into a small.... you also might want to try a website like alloy.com or delias.com they have xs swimsuits and they're very cute... hope this helps!

Maybe you should go to Pac sun or limited 2 they have super cute bathing suit there!

im pretty sure u wud fit but i'd deinitely also look at the kids section there i mean those r cute 2. if u dont fit try just add water or delias. but im 99% sure u will fit into their swim suits. just look around the mall if u dont though. i hav problems w/ their junior stuff b/c i hav a small chest so idk wat will happen w/ u
