While things may be more expensive than some individuals want to spend, there is nothing forcing individuals to take up residence there. If there is some other region that presents a better situation or opportunity, these individuals are free to move. Thus, there is a free-market regarding where individuals take up residence in the country. Since some individuals preferences cause them to see benefit in residing in New Delhi, it is livable.

Sure, it is livable. You just have to have enough money and buy your comforts as you go.

It isn't that expensive.
