If miniseries count, Brigada. A great Russian show that has 15 episodes, about how a group of friends rise to power through drug-smuggling because of Russia's corruption and since it became a democracy. The subtitles were terribly translated, but it was still great.
If it doesn't count, Bumer, also Russian was a great movie, and Babel is okay. Also, a lot of older movies from Europe are pretty great.

I'm an American,just to give you perspective on the word "foreign" okay? My favorite "foreign" films are Run Lola Run, Life is Beautiful,and the crazy wonderful movie from Japan called Battlefield Baseball.

I really liked the french film "Bon Voyage" it was during WWII.
Another french film I like and bought was "Manon of the Spring" with Natasja Kinski.

I like Japanese foreign movies, and my favorite of the genre would be "Battle Royale". It's a great movie, in my opinion.
