to let them bark all day and night and s h i t in my yard? If I were to go play a trumpet off of my deck at all hours, or take a poo in my neighbors yard, I would be arrested.....I love dogs, but I think this is unacceptable

Owning dogs is OK although it does have issues regarding whether one animal can truly claim ownership over another. Most 'owners' look after their dogs and see them as part of the family.
As regards your issues with the barking and your yard you really will have to sort this out on a more local level. I have asked my dog to keep the noise down and I'm innocent on the other charge, I don't even know where your yard is and I'm sure my dog doesn't either.

have you noticed though that the dog takes on the character traits of its owner - the dreadful dogs normally have dreadful owners
