no, it doesn't always, not fully developed enough, your lucky mate, you don't have any mess, i've been masturbating for a long time now and eventually it will start and it will start off very slightly and very liquid but with time it'll get thicker, lol dont worry

Hey, I was also thirteen when I started spanking the monkey. While semen did come out the first time, it's not like taht for all guys. It should start coming out soon, if it doesn't, then go to a doctor and get it checked, because taht could be a serious problem

It all builds up over time and than comes out all at once. You may want to keep an empty one gallon milk carton handy for when it does so your mom doesn't get mad at you for making a mess in your room when you do.
