Depends on your business but the skys the limit with FREE advertising. If your business is local then do a Press release, hand out flyers, have a special promotion, joint venture with another business.
Look for online forums related to your area and market and get involved there.
Learn how to advertise online as there are a ton of ways for free to get your message heard!

Make flyers or business cards and start handing them out to all the business in town people on the streets. Do radio ads. Word of mouth tell a couple of people to pass it on..
#1 though is the yellow pages

Craigslist . . by far! I put fifteen ads a day on craigslist (around the country) . . . it is free & I get business from it all the time.
