The circuit board should retail for about $150.00, but you'll also need to pay the guy to put it in. Residential HVAC labor goes for anywhere between $65/ hour to $120/ hour depending on where you live in the States.
Without knowing exactly what furnace model and what area, you're looking somewhere between $250-500 installed.

House or trailer/manufactured housing furnace? Average cost of one for a trailer is $130.00 for the part and then about that much or so to install it. I bought the part and put it in myself.

Your 3 amp fuse is tied into the low voltage (24 volt) circuit to protect the transformer from burning out in the event of a "direct short" - so here's what you can do to rule out that you do not have thermostat wires grounded. Disconnect (ALL) the THERMOSTAT wires AT THE BOARD then use a jumper wire to initiate a call for heating, cooling or blower operation. 24 volts "R" to "W" or "W1" will activate your HEAT. "R" to "Y" or "Y1" will activate COOLING. And "R" to "G" will activate the BLOWER motor. What ever you do, DO NOT jumper "R" to "C" because that'll pop the 3 amp fuse! If after jumping all these terminals and the fuse DOES NOT blow then the problem is in your thermostat wiring somewhere. If the fuse does blow again, then there is a direct short somewhere in the unit. Remember to recheck all your LOW VOLTAGE SAFETY CIRCUITS AS WELL. THEY SHOULD ALL BE IN "SERIES".
