No, both gender can either be smart or not.

Yeah. That's why we own everything, and run everything on the planet. Logically speaking if women were the smarter gender, than why do Men control the world and still oppress women to this day. Truthfully, there is no "smarter gender" because this world works off levels of power. And even though woman have the power of sex, Men have the power of violence. This is why a woman would never be the ruler of the world. You know what? Men are smarter, because we can manipulate women way better than women can manipulate men and each other.

I wouldn't say that men are smarter, or even that there is a rule on this at all. Generally, based on my experience, women do have a harder time at keeping their emotions from influencing their judgement on things that shouldn't be decided on emotion. Not all women, mind you, but a fair percentage.
