I have a Vornado HEPA air filter. I finally got around to changing the carbon filter today and noticed there was a thick layer of grey dust on it. After shaking it out outside, it looks pretty much like a new one. Is there any invisible and/or chemical difference in a used carbon filter that would make it undesirable to reuse. or can one reuse a carbon filter after merely shaking the dust loose?

What you are shaking off are the coarse particles you can see. The purpose of a HEPA filter is to trap very small particles in the carbon. Replace the filter.

I myself reuse them but they are highly unrecomended. If you don't change the filter than what was the purpose of using an air FILTER to begin with.
The carbon does eventually past it's effectiveness.
