No, only yeast and flower mixed with water will cause leavening! If the flower and the water (dough) is left too long, the matzah will not be fit for Passover! Oil and salt play no part in the leavening of bread :-)

Leavening = yeast
Some people consider Baking Powder as leavening, also (but baking soda is OK).
Oil and salt are essential, and they are not leavening.
