Almost any sudsing soap product will work the same. Be sure that it isn't harmful to your pet prior to bathing them. The reason for this is that most insects breathe through small tubes in their exoskeletons and the soap blocks these holes thus suffocating them. This works well in a spray bottle if you have a bee problem too.

*EDIT*
Blue Giants is right, diatomaceous earth is a very good remedy. You can find it in any pet store in the aquarium section. If you find this a bit on the expensive side you can use borax as well (you find it in the soaps/detergents isle of your local supermarket in a green box called 20 Mule Team Borax). Both diatomaceous earth and borax act as dessicants (drying agents) and will cut through the exoskeleton of insects. Not only does this open them up to dry them but it kills them outright after a while. Sprinkle it around your baseboards or anywhere the vacuum doesn't quite reach as these are the places the fleas like to hide.

First, I would not recommend a flea collar or any flea preventative that you purchase at places like Wal-Mart (Hartz would be a good example). I work at a vet's office and Frontline Plus would be my first choice. My boss says you can use it once every 21 days instead of waiting the full month. He also says that when you start using every 21 days that it sort of builds up in the system and becomes a bit more potent. Considering you have tried the Frontline, you might want to try the next best thing which is Advantix. The only thing is that Advantix is not waterproof like Frontline Plus, so if your Maltese likes to be in water, the Advantix is going to wash off quicker. (With both Frontline and Advantix you should not wash for 2 days before or after anyway.) If you decide to get Advantix, check with your vet on how long you should wait to apply it. If you just applied the Frontline a week ago your vet might want you to wait another week or two before applying another product. Have you tried treating your yard? Also, did you treat your house with products from your vet's office? I know we have a spray for the house. I believe the brand name is Siphotrol. People seem to like it. If all else fails, you might have to call an exterminator. Good luck!

That's a very good idea, but if your animal is living indoors and you have fleas in your house or apartment, (in the carpets or furniture), as soon as the animal is dry, they hop back on! Instant infestation!
If you are looking for a non-toxic flea remedy, you can try diatomaceous earth.
It doesn't do any good to rid the animal of fleas if they live in an infested environment.

Baby shampoo! It works awsome, leaves the fur nice and soft and smelling good, and it kills the fleas. Soak the animal down starting at all the way around the neck, then soap it up all around the neck and move down the body (it keeps the fleas from running to the head). And it's safe enough that I would use it on my own baby...
