In Java, does package specification always have to be done before importing libraries and class defintions?

Yes, package declaration (other than "unnamed" default) must be the first programmatic statement in your source file (Note: comments are NOT programmatic statements).

You must prefix all the packages you are importing with the full package directory structure. The only ones you don't have to specify is classes in the java.lang package and any classes already in the package your class is in.
