I want to make a cartoon animation. Are there tutorials on it and what softwares can I use?

I didnt mean like to compete with the Simpsons I meant just an animation.

Learn how to use Macromedia FLASH MX. You won't have the same animation quality, but if you're just doing little independent projects it will do fine. It's also less of a file size per cartoon if you were to post them on the internet.
Otherwise, if you want to actually draw with animation cels and a stop-motion camera, you'll be paying in the thousands for equipment alone. Let alone the time consumption.

Try MAYA or other Flash software. Good Luck - oh and take an animation course at your local Community College or Art School.
