No -- the Spring equinox is determined by the amount of daylight, NOT the time it begins and ends.

"Far from being an arbitrary indicator of the changing seasons, March 20 (March 21 in some years) is significant for astronomical reasons. On March 20, 2007, at precisely 8:07 P.M. EDT (March 21, 00:07 Universal Time), the Sun will cross directly over the Earth's equator. This moment is known as the vernal equinox in the Northern Hemisphere. For the Southern Hemisphere, this is the moment of the autumnal equinox."

The sun and moon and All Things Divine are not affected in any way by some arbitrary and commercially-motivated changing of "time."

Daylight Saving Time is completely man-made, contrived, and commercial.

Nothing connected with the Spring Equinox whatsoever.

No. The equinox is measured independently through the relative positions of the Earth and Sun. Daylight Saving Time is an arbitrary choice of governments.

NO, the equinox is not effected and neither will the date of Easter Sunday (the first Sunday after the first full moon after the Vernal Equinox).

Spring equinox is on March 21, at 00:07 UT.

Eastern Standard Time (EST) is UT - 5 hours
So ... 00:07 UT is March 20, 21:07 (9:07 pm) EST.

EDT is UT - 6 hours
So ... 00:07 UT is March 20, 20:07 (8:07 pm) EDT.

9:07 pm EST is the same moment in time as 8:07 pm EDT.

The "Vernal" equinox happens on the first day of spring, but I'm not sure how (when) that is calculated...best check an ALMANAC to be sure.
