As David said, it could be the fuel filter is clogged up and not letting the fuel flow through to the engine properly.
It could also be the fuel pump is not working quite right, or the fuel line is corroded or clogged.
There are a variety of reasons and you should take it to a mechanic who can diagnose these things for you. Did your "SERVICE ENGINE" light come on? If so, the code being returned could be checked with an OBD II diagnostic tool to tell you what is happening in the engine.
If you want more accurate info, I would suggest you tell people the make and model of your car and how old it is. It makes a big difference in the diagnosis if you are driving a modern car or a really old one that is not fuel injected, for example.

could be a couple of things that can cause this. 1 clog or dirty fuel filter, 2 insufficient fuel pressure 3 faulty throttle positioning sensor if it is injected.. depending on milage and if the filter has ever been replaced start there. if that has no effect have the fuel pressure checked along with testing the tps to see if it is at the right voltage level... hope it helps ya out. good luck.

On a 1966 VolksWagon Bus the most common problem is the ground strap above the carrier member for the trans axle gets corroded.
You'll have to drop the engine out and replace the strap.
Hope this helps.
You neglected to mention what you drive so I had to guess. I hope I was right.

No matter how much info you give these guys if they don't see your car first hand you could never be sure what the problem is! Take it to a specialist they are the only ones who can help you!

may be the choke setting, unless it does the same thing when the engine is warm. Then it's a fuel problem, filter.
