Covergirl and Victoria Secret eyeliner both aren't quality. Either the Stila, MAC, Lancome or Dior. They all carry a waterproof eyeliner that won't smudge, they are a little bit more expensive but worth the money. As a makeup artist- I use MAC and Dior eyeliners and they work the best for me.

Its the moisture in your skin that gives your eyeliner the appearance of being smudged.
If you are applying moisturiser to your skin before you put your make-up on, try waiting for it to completely dry before you apply any cosmetics over the top. Or, don't apply moisturiser to the eye in the morning, just use it there at night.
Toner will help even out the skin tone, so gently wipe a cotton round with toner on under your eyelashes. Once that has dried use a brush and apply a small amount of power in the area. With the powder as a base your eyeliner shouldn't smudge.
I don't know how much eyeliner you are using, but if you try and keep it minimal, that should also help.

I think it has to do with the type of eyeliner you are using. If you use a twist up type of eyeliner - it will smudge and smear more. I would recommend using a pencil for your eyes. This is usually dryer once it's on and stays on better. Liquid eyeliner can be good and bad depending upon the brand. Try MAC liquid liner - it stays on the best. Hope this helps!

Maybe you should change the brand of your eyeliner, because cheap ones, like CoverGirl and Maybelline, can really turn out smudgy like that. Try DiorShow Liquid Pencil...it's like a twistable lip gloss, only it's eyeliner. It's easy to apply, puts the perfect amount of eyeliner that you need, and is extremely compactable.

Are you wearing pencil or liquid eyeliner? How thick? Are you smudging it after applying?
More details please.
Addition: Thanks for the details. If you are wearing a pencil, be sure to blot or smudge it a bit after applying. And only draw the line to the inner edge of the top lid, stopping before you reach the corner. While I don't wear contacts, I do wear Covergirl or Maybelline and never have any "creeping."

Are you using any face mosturizer on your skin before putting on your makeup? It could be the kind of eyeliner you are using too. Maybe buy a more expensive one that will not spread. One like Merle Norman or another high price brand. If you are lighting the end of your pencil with a lighter quit doing that.

When drawing the line in the corner of you eye. Keep it as far away as possible to the inside of your eye. The water in your eye makes it creep when it gets in contact with the liner. EVERY product out there does this. From MAC, Lacome to Wet and Wild.
I have found if you stop your liner to where you eye lashes stop, it dramitally helps for the Day ware. For evening ware just bring it with you in case it does it again. Good Luck

Some of us have oilier skin than others and need to wear longer lasting eyeliner. I use BeautiControl's eye liner and it is great! Also try using a base powder lightly around your eyes before applying the eye liner to help set it.

I wear contacts too, I know how much it sucks. Try a liqiud eyeliner and waterproof mascara. And if you really want to use a stick eyeliner use foundation under it first so that the make-up has something to hold onto.
