In the failing organization so that the manager can prop it up, if you're planning on keeping the org. (But why would you keep a failure?)

If your other org is successful as is, why fix it if it isn't broken? Just because the manager has a track record of being successful in another third, unrelated org, doesn't mean that they'll do just as well or better in the successful org.

That depends if you still want to keep the failure one, if not then just leave it as it is
