There are a few terms you can use :

An earth of foxes, a lead of foxes, a leash of foxes, a skulk of foxes or a troop of foxes!

Fox don`t live in groups they pair up in spring thats when you hear them calling and matting, they have and rear cubs together, then it`s all about survival of the fittest.
