Wow maybe the word Legend doesn't mean much these days with how fans are answering this question. I'm going to give you wrestlers that changed the way wrestling was done.
Ric Flair. Hogan is the most popular of all time, but Flair's in ring skills at his peak were un touchable. There is a reason he has been heaveyweight champion over 20 times (WWE is wrong in saying he is a 16 time champion)
Andre the Giant. He gave wrestling fans they had never seen before. A big guy who could perform in and out of the ring. It was unheard of. Not to mention he was from another country and still was very popular, something that was not too common when he was big in the 70's and 80's.
Tito Santana. The first main stream high flyer. There would be no Jeff Hardys or AJ Styles today if not for him.
Ted Dibiase. No one had seen a gimick like his before and it inspired so many other heel gimicks from there on out. The best pure heel of all time.
Bret Hart. The last real legend if you ask me. The best wrestlers to me are those who can do basic technical moves and make it entertaining. The only people who have come close to him as far as wrestling skills recently is Kurt Angle and Chris Benoit.
