Would it be safe to make peanut butter cookies with it? Wouldn't the heat kill the bacteria?

The heat would probably kill the bacteria, but you should turn it in anyway. In addition to directly protecting public health by taking it out of circulation, another reason for a product recall is so they can do some sample testing and confirm what the extent of the contamination is.

So, turn it in for sake of the bigger picture. And why take the risk at all? Definitely NOT worth it.

I wouldn't use that peanut butter to make cookies with. I don't care how hot the oven is, I wouldn't eat anything tainted with Salmonella.
