Like does this allow me to ride my bike at certain times and in certain areas? or when can i actually ride the bike? do i need the license first? also to get the learners permit all you need is to take a written test right? Hope you guys can help!

here's ur answer: The learner’s permit allows the applicant to ride only between sunrise and sunset and, except for a rider licensed to operate another class of vehicle, only while under the instruction and supervision of an individual who holds a Class M license. Class M permit holders cannot carry any passengers other than an instructor properly licensed to operate a motorcycle. The permit is valid for 1 year. The cost of the permit is $10.00.

Check with your department of motor vehicles.
Do a web search for "(your state) DMV".
In NY with a learners permit -
You can only ride in daylight hours.
You cannot leave the county the permit is registered in.
You have to have a fully licensed motorcycle rider with you (riding his bike with you, as a passenger on your bike, or driving an automobile within site of you).

In most states a written test will get you a permit.
Most states, a permit allows you to ride solo, durring daylight hours. I am not certain, but I believe some states 'Do Not allow a permit holder on freeways."

vf29 is correct. In addition, if you take and pass a MSF beginners course, you will receive your motorcycle endorsement without having to go back to penndot to take a skills test.
