Well, there are theories that say that, e.g. blue eyed people are romantics, brown-eyed angry and so on, but I don't think there's any truth in that. Well, come to think about it, the race of a person may tell more.

I don't think so especially if we look at the original source. I think you can tell something about a person's life from there face.
Walker Evan's Let Us Now Priaise Famous men with pictures from the Depression is an example, it showed weariness but not their soul (which could be debated). I think plastic surgery is an example of people often trying to do it.

Every cell contains a memory of the whole body, so why would it not exist in the face?
If you mean by this puzzling question a mind which does not reside within the physical body, then that may be something else.

In a way, yes, but it is far from the only source of Mind. If you think about it, your face plays a huge roll in your Mind; for example your face is the social foundation from which people interact with you (in person) and thus helps form your social views and beliefs, not to mention physical features have unique sensations that would only be experienced with THOSE features in particular. But this is true of all things, everything adds to make you who you are. Your face adds a lot, but far from everything.
