IF you want an answer from someone who knows?
your fish has a fungus - get a fungus medicne (i use jungle products)
if you can get binox or fungus clear i recomend that, if not get a competive brand of fungus medicne.
remember to remove all carbon while treating...

It sounds like the fish has External Parasite. To really make sure take the fish to a well know pet shop. When fish start to have trouble it is hard to tell what kind it has. If you don't want to take the fish here is a free phone number::1-800-443-1160. You also can get a free magizine every month. Eyes will cloud if the ammonia levels are high. Check them and change water.
