The unit of magnetic flux is the "weber"

1 weber = 1 volt second

That's not volts divided by seconds; its volts multiplied by seconds.

It's a measure of the total number of magnetic lines of force passing through a specified area in a magnetic field. A change in flux of one weber per second will induce an electromotive force of one volt.

I don't see how that would make time an electromagnetic phenomenon.

Check your units for mag. flux. I believe the units have a "per second" which is really a rate of change of the magnetic field.

No...it's more of a cosmological phenomenon.
