i moved in to a apt. on 2-11-07 (really on the 14 cause contruction wasnt done) the house was in shamble when i first seen it but the lanlord said she was making repairs.
tile in the bathroom where the tub and tile meet is missing theres a 2in wide gap as long as the tub where they should have cut the proper size tile. they just left the floor exposed and bugs come up from under the house.
some base board is missing in the kitchen and there is a hole i guess if they had put it there it would cover it but i think that bugs come in there too.
the shower is one of those 2 pc acrylic types and your supposed to put the tub in then the walls , those 2 dont meet i can put my fingers in between
and where they cut the holes for the water knobs they cut them too big so i can see the pipes behind it. and in the wall.
paint was half ***,
SHOULD I PAY TO HAVE THESE THINGS CORRECTED, the tenet next door did the work for her (im guessing his rent was deducted. Or is it too soon to complain

I would talk to the landlord before you do anything. Never sign a lease on a place that is under construction, when you sign a lease you are agreeing to rent it "as is". A shoddy paint job looks bad but poses no health threat. The shower works I assume? I would bet your lease states that you are not allowed to make any changes to the dwelling without the landlords consent, you buy something and fix it without checking with the landlord first, you do not get re-imbursed for it unless the landlord is cool about it.
Since you are so unhappy with the way things were done there, talk to the landlord and offer him/her your services to fix what needs to be fixed, if he/she will pay for the materials. Roaches could be from anywhere, the dwelling you're in or caused by either house next door. Again, talk to the landlord. A lease is a contract if you signed it, you're bound to it. The only way you can refuse to pay rent is to escrow the rent through civil court. And the only problem you listed that might give you a case is the roaches if you are severely infested. Did I mention to talk to the landlord about your concerns?
You should not have to pay to have the corrections made, but the landlord isn't necessarily obligated to fix all the ones you mentioned either. Again, talk to the landlord first, it's not to soon to "complain" just try and be diplomatic about it.

Didn't inspect the apt before moving in. Did you talk with landlord,on when they would be fixing these complains? If they don't fix it, move. What's the lease say? As for roaches, call the exterminator yourself now, tell the landlord you have called and have the bill sent to them If the landlord states you have to pay contact your local health office and turn them in. Where there is one roaches there are many many families of them. Better take pictures now as it will come in handy later if you need them.

The landlord is responsible for all the repairs you mentioned. Send her a certified letter detailing everything that's wrong. If she does not correct within 30 days contact the proper authorities in your town or do the repairs yourself and deduct from the rent. Make sure you keep receipts and good records.
Alternatively, just MOVE. It sounds like a hell hole.

It is the landlord's responsibility to have these items fixed. I would make a list of everything that needs to be done and call her. Maybe she has hired somebody to come out and fix them.
BTW: We put a 2 pc. tub/shower combo in our bathroom without removing the walls. There should not be a gap.

The landlord knew the place was not built right. The landlord SAID she was working on it. Therefor the landlord should fix it.
The law is on your side here. Especially if you made a list of the things that were wrong before you moved in so she can't claim you broke it.

That is all things that the landlord should fix. We've had sooo many problems with our apartment, and they've taken their sweet a** time to fix it, but they still fix it. Our landlord was SO cheap when they remodeled our apartments, for the floor in the kitchen, they didn't re tile or anything, they painted the existing linoleum black...GLOSS FREAKIN BLACK
