How do i get to Evergrande city in pokemon emerald without waterfall?

You can't. You need waterfall to reach Evergrand City. You gain the HM when dealing with the crisis in sootopolis city.

If you forgot to get it, train up a Goldeen/Seaking to about level 58, give or take a few levels. It will learn Waterfall through level up.

you get watefall when you beat the gym in sootpolis :)
