Bush and the Republican congress have run up the most staggering deficits in the history of the United States.

Bush has underfunded Social Security and Medicare by about $800 trillion minimum. The underfunding you reference was the responsibility of the Republican Congress. When Bubba left office, they lost all discipline and started spending like drunken sailors.
