Yes. I live in NY, where it's legal here for a girl to be topless anyplace a guy can. Granted, you don't see girls walking down the street topless, but many are taking off their tops on "regular" (non-nude) beaches without problems (except for the occasional dirty look from older women). I go to the nude beach so topless isn't an issue, since we're naked, but I did play a game of "shirts vs. skins" basketball topless 2 summers ago, and it was great. I think that they guys were a bit distracted, though!

It is up to the cop to decide if you should be arrested. There is a law against indecent exposure in every state and almost every place that has laws derivative of English common law as well as other countries who base their laws on the 10 commandments because it violates the principle of thou shalt not covet thy neighbors goods. You can get away with this on Miami's south beach, unless a cop thinks your too fat.

Im not sure , but when I was little girl I lived in So. Lake Tahoe . I remeber one summer I had a lemonade stand and I got some strange customers . These 2 ladys were walking down the street topless !! they stopped and bought lemonade . I didnt say anyhting to them . Money is money right ?

Here in Florida there are some beaches you can but I've never heard of else where.

I don't know about the states. But, in Toronto, Canada, it is legal.
