I am working with Windows XP Home edition. I can go into Display properties both through the start menu, and by right clicking the desktop. I can click on change color, and customize desktop, but cannot click on the browse, or click on any of the names of pictures so that I can change the background picture.

This is my personal laptop.. I have the only access, so I'm not sure how I wouldn't have administrative rights.
Anyway, the browse button in the display windowis greyed out, so I cannot click it

Interesting...
Well, one idea is, initially that dialog box is expecting a particular path to exist. Perhaps its missing and therefore it comes up disabled. Check to see that you have a "My Pictures" folder in your "My Documents" folder.
If that folder exists, then make sure there are some pictures in the folder. Logically the browse should be active in any case and allow you to navigate to where ever your pictures may be...but well ya never know with Windows.
I presume you dont have multiple users on this PC, but if you do, you might check the user type. Im not sure but perhaps the User must not be a limited or guest account in order to change the background picture. I've never used XP Home Edition so I am not sure what the limitations are.
Make sure you havent used TweakUI or some other tool that allows you to easily control how the UI looks / behaves and set it up in such a way that you have locked the desktop from changes other than color...
I'll keep thinking...perhaps something will come to me later and I'll add to this answer...

I go to
1 Control Panel
2 click on display
3 click on the display tab - make sure you click on the display tab at the top otherwise if you do click browse, your pictures won't be there
4 and if its a picture you want to put on your desktop it should be in the scroll list of options, or you can click browse to find where you saved them.

You're not on an administrator account. You've been blocked from doing this.
You can usually bypass this by opening the image with Internet Explorer, right clicking on it while in IE, then clicking "Set as Background".

Two methods
First, using the menu you know, you go to properties, and there will be a browse tool there.
Second, go to the image you want (make sure it is at the resolution you want, i.e. not a thumbnail or preview), and left click on it. On that menu, there is a choice to "set as wallpaper."

Try putting a shortcut to your picture on the desk top and then go back to display properties. It should allow you to browse it then. You can also put a shortcut to My Pictures and choose from those if that works.

right click on pic icon that you want and send it to desk top, then if you go to control panel, display, you should find it under themes or backgrounds
