I don't understand what you're asking. Star.com is connected to the STAR debit program - the star emblem on the back of most debit cards. How would it be a scam? What membership fee are you talking about? Are you a business owner looking to sign up with them as an affiliated business? Otherwise, it doesn't look like there's any kind of fee paid by individuals.
Perhaps Star.com isn't the right website address.

It's a debit rewards program and it looks okay to me. If you are willing to pay the fees, then go ahead.
