I used to watch it when I was little, during Halloween. It was (roughly) about a little boy who had a bike, and he died. His ghost came back, and it was trying to direct his friends to find something, or perhaps prevent his death to begin with - I can't exactly remember.
It was animated, and the boys ghost was present through much of the film.

I know what you are talking about! The boy was blue!! And there was an ambulance and like...old people or something. Monster House reminds me of it a little. Sorry I can't help you more than that.
