I agree with your notation that we need to put parties aside to answer this question. And as far as citing an individual, I don't know if I can as yet. Still too early in the process. But I will tell you what I would LOVE to see as characteristics in a president.
Honesty and integrity...the kind of person who is open and admits to past mistakes. We learn from mistakes far more than if we are right all the time...so I'd vote for a person who's made a few, recognizes it and learns from them.
I want someone who represents the vast majority of America. Growing up with a silver spoon in your mouth is a terrible past for a president. They can see all they want in the world, but if you've never had to live within a budget or understand the sleepless nights caused by not knowing how to pay your bills, you can never truly represent the lower or even middle classes.
I would prefer a single person, so we don't have all the crap associated with the 'first family'. I vote for the individual...not his wife or kids.
God...if He is present in their lives and hearts...is a plus. But it should not affect his decisions in politics. It should dictate how he acts as a man. I don't want laws created in the name of God...I don't want to be preached to.
And finally...I want the individual to have been a successful business man. The president has an army of aids and advisors around him, to guide him with respect to foreign affairs and military. But if he has successfully run a business, he understands economics at its core. Something that is sadly lacking in many politicians. A lawyer makes a terrible businessman, and an even worse politician. I'd rather have a Donald Trump running the country than a Greenspan!

The paramount issue of our time is protection from global terrorists. The Bush bashers can bash all they want, but the problem isn't going to disappear once he's out of office. I believe if we cut & run & lose in Iraq (irrespective of whether we should have gone there in the 1st place), it will further embolden all the various terrorists & possibly lead to dominance of the area by the bellicose Iran.
Therefore, I believe that Rudy Giulliani is the best person for the job. He performed magnificently as the Mayor of NYC in the aftermath of 9/11. He is a proven & gutsy leader who does not govern according to the polls or political winds. He successfully took on the mob as a prosecutor prior to becoming mayor of NYC. While mayor, he cut crime dramatically and rescued a crumbling city from the ineffectual policies of Dinkins & others before him.
People can argue all they want on either side of the abortion issue, about taxes & spending, about education, about the environment, ad infinitum. All those are important issues. However, they are entirely secondary at a time when we face the the possiblilty of serious & devastating attacks on the USA. I believe that Rudy is the right person at the right time.

Hagel for the Republicans - if he decides to run. Giuliani maybe. McCain maybe. Romney NO - a lowly conniver and self-promoter without a presidential raison d'etre. Brownback, just don't know. Huckabee maybe.
Richardson for the Democrats - probably truly the most qualified. Dodd and Biden both very capable. Clinton too conniving, always... I'm actually afraid she'd remind me of Bush, in how she operates and insulates herself. Obama, just don't know. Edwards, just don't know.
I'm answering your Q from a pure capabilities standpoint, as much as I can (but yeah, I really do detest Romney).

McCain's tolerable; Dodd and Biden are your basic foot-in-mouth opportunists and you can forget about 'em - they're going nowhere.
Since JFK in '60 there have been 55 (count 'em - 55!) Senators who made a try for the Presidency and not a one of 'em has made it. It's a VERY tough row to hoe (heck, even ol' JFK himself wouldn't have made it if Mayor Daley in Chicago hadn't "helped him along in Cook County"); these three will only be added to the list of those who tried and failed.
As far as "the best" goes - there's no way of knowing ahead of time and that's the beauty of it all.
