f i want to buy a dual core processor for my desktop, what will be the best choice for me, what type of RAM should be used(regardless to price)?what are the elements to choose a good processor and RAM?

The best solution is the following: Download and install Sandra ( http://www.sisoftware.co.uk/index.html?dir=&location=downandbuy&langx=en&a= ). Then, do a benchmark of you current PC. In the results, you can compare your PC with other ones (CPUs, Motherboards, RAM, etc.).

This is an easy way to find out which components are the fastest! :)

Then, according to your budget, buy what pleases you!
