You need to patent and copyright your idea. Not sure where you are, so I've put UK and US links below.
The first thing you should do is write down everything possible (including drawings and any potential further ideas) and snail mail it to yourself, but don't open it. The envelope will have the postage date on it. Keep it somewhere safe. If ever it got to court you would have the sealed and dated envelope as proof that you had the idea at least from the date on the envelope.
This is cheaper than an attorney/solicitor and just as valid, althogh if you can do it with an attorneys help it's obviously better.
To get an idea of what the product/idea is worth, you will need to research other similar products, even if there is nothing quite like it there is bound to be something that is at least comparable.
If the product is an actual item then a prototype can be useful (if possible).
If you ever get so far as having an appointment to discuss the product take someone with you to take notes of the conversation. You could also have an attorney/solicitor draw up a sort of confidentiality contract that could be signed by anyone viewing the idea.
Be warned that most ideas will probably never get past the drawing board in your head stage! So determination is key :)

Hiya
Firstly lay the idea out very clearly and concisely in writing. Include every single aspect of the idea that is original (i.e.isn't out there already).
Take a copy along to your local solicitor and ask them to date, witness and sign it as your original work.
Lodge a copy with them and also go to your local bank and lodge a dated signed copy with them for safe keeping.
Mark all of your work with the copyright sign (a 'c' in a small circle)
Register your idea with the copyright society - your solicitor will advise where they are.
Finally when attending the first meeting with the Govt, take along a lawyer to make sure that your idea is portrayed correctlt and that the idea is given only on the understanding that should they adopt it, then you personally would be entitled to x percentage of the value.
Also if they reject it, it is subject to copyright and not transferable or doable without your express written permission etc.
That should just about cover it!!

You cannot patent an idea, you can only patent the design, and prototype.
It usualyy has to be something tangible, not a theoretical idea , or a moneymaking scheme.
