You do understand when he said this, right? He said this on 9/10/2001. As Democrats are so intelligent, they also know that at that time, the federal government was still operating under Bill Clinton's 2001 fiscal year budget that was authorized in for October 2000 through October 2001. Rumsfeld was talking about past outlays, not current or future ones. That means that this lack of accounting occurred PRIOR to the Bush Administration. Get that?
And, because the DoD has an annual budget of approximately $400 Billion, that $2.3 trillion accounts for most of the Clinton Administration budgeting for Defense. Please note, none of that $2.3 Trillion was from Bush's budgets.
You DO understand that that was an indictment of the sloppiness and potential corruption of his predecessors in the Clinton Administration, and did not have anything to do with outlays while he was SecDef under Bush?
This is why I am very contemptuous of Democrats and liberals - they do not understand facts and they concoct specious and egregiously erroneous conclusions from the data they miscomprehend.

I am 55 years old and I've been hearing and reading about "lost" money, wasted money etc by the government and the military for my entire life...MOST OF WHICH HAS HAD DEMOCRAT administrations in charge.
If you want to get into "documenting" government waste and theft of money...start by listing social security, medicare and medicaid and any of the other entitlement programs being scammed by the government.
And if you bother to check...most of the "REAL" money that's been lost or stolen got started in democrat administrations and democrat controlled congresses.
Get off your pulpit until you can come up with something worth "alerting" everyone about...
