I meant the man had his second marriage with another woman with the approval of his first wive. So, is he allowed to hold any public office in the US?

Not if he has a legal marriage with her. Polygamy is illegal (at least in most states I think) so if he's doing something illegal then no he can't hold any public office.

Polygamy is still illegal and polygamists have to keep their lives secret. If he can run for public office and successfully keep his private life a secret, then yes I suppose he could hold a public office.
