Gotham City is the fictional city where Batman fights crime. Many of the writers and artists who have worked on Batman over the years have said it is more or less New York City.
Many fans have said that Gotham is New york at night, Metropolis (Superman's city) is New york at day.
The DC universe has always placed it's heros in fictional cities, based on real life (Gotham City, Metropolis, Central City, Coast City, and Pearl City to name a few). Marvel opts to portray their characters in Real cities or areas (Spiderman, The Fantastic Four and others all live in New York, Prof X's School for the gifted is in Westchester county) Sometimes even relegating heros to specific parts of a real locale (Daredevil roams the rooftops of Hell's Kitchen)

Many sources place Gotham in the state of New Jersey.
Other sources say it's in the state of New York and that Wayne Manor is in New Jersey.
Many people see New York or Chicago.
Even though parts of the city look like New York, some of the original creators say Chicago is a more accurate setting as it has back alleys, a generally darker sense, and in recent film adaptions (Batman Begins, The Dark Knight, etc.) it is mainly shot in Chicago.

Gotham City is a fictional setting meant to be like a darker version of New York City. There is no real life Gotham City unless some mayor somewhere named it for fun after the comic book.
