You need to know some more thing like centripetal acceleration or something else to solve this moreover you did not specify weather you wanted to know linear or angular speed(velocity being the proper word)

Can't calculate maximum speed, it will be at the point when friction in the air matches the force of accelleration. If the rope doesn't break, the object will heat up and melt the rope before it meets the maximum speed possible (think Space Shuttle)
