The best time to plant any tree or shrub is in the late fall to early winter. I like the week before Christmas here in Tennessee so long as the ground is not frozen. It may all depend on where you live though.
These are the "best times" to plant. That doesn't mean that you can't plant early spring or early fall and be successful.

Planting a lilac is also dependent on your location and the plant. Here in northern california the best time for planting a bare root lilac would be now. If it's a potted plant, then fall - Sept Oct when the earth is still warm is a good time to plant. Then the roots get a headstart in getting established over the winter. If there is normal rainfall that will save you some maintenance until spring.
What is very important is that you know the soil that you're about to plant in and prepare a good hole for your plant.

The best advice on planting or transplanting bushes, shrubs, or trees is to plant, or transplant in the months with an "r" in it.
So may, june, july, august are not the best times, also you need to be pretty sure that your not expecting a frost.
