If its a guy then obviously its an insult.
If its a girl then its probably a compliment. Unless they mean drama queen or something.

Well, generally calling someone a queen means that you are calling them a homosexual. So I guess it depends on whether or not you think that that's a good thing or not.

I think they say 'queen' as a short for 'drama queen'. I think they say 'drama' under their breathes and they say 'queen' up loud to avoid any more drama.
