In the United States (mainly in the south) Poll Taxes were instituted after the Reconstruction to prevent black people from voting. If that didn't work for prevention they also had "Grandfather Clauses" stating if your grandfather voted, you were allowed to vote also. That covered almost 100% of the black population since they were slaves before then. Other than those two, there were a variety of laws on the books to prevent blacks from voting and keep them oppressed.

What country are you referring to? Poll taxes are illegal in the US.
