After World War 2, there was an occupying British Army in Germany for quite a long time. In the early 1960s, some of the Cameronians, a Scottish Regiment, were stationed in Minden in Germany. There was some incident of their uncivilised behaviour in the town, after which the mayor called them something mildly derogatory in German, which the British tabloid press translated delightedly but rather too freely into English as "Poison Dwarfs".
I think the term spread to all Scottish soldiers serving in Germany.

"THE Poison Dwarf" was the nickname Terry Wogan gave to the Lucy Ewing character from the TV series Dallas. Maybe someone's so out of date they're still using it?
