It's a ratio: 16:9 16 units across to every 9 units down. Oh, and the television screen size is based on the diagnol length, not the height or width. So a television that is 3 inches high and 4 inches wide is listed as a 5 inch television

The dimensions of a wide screen TV are 16:9. It is measured diagonally. So a TV that is advertised at (say) 45" will actually have a width that is less then that. By using the diagonal, they can make the TV sound larger then it is.
