Basically, after the killings of the israeli olympic team, the israeli government was really angry. (to put it lightly) The israeli government found out that for the most part, there were 11 men who had a hand in planning and carrying out the attack, so they assembled a team of men to track down these men and kill them.
During the course of this elimination, certain terrorist and government factions got wind of what was going on, and so there was sort of a counter-elimination process, with bountys being put on the people of the israeli team. Eventually they called it off, after only eliminating 5 or 6 of the original 11.

its about the terrorist killings of the israeli team at the 1970 something olympics and how israel's mossod (sp?) tracks them all down to assassinate them.
