This is not a fungus, but most likely a very deadly disease called velvet. It is very treatable with ant-ich meds if you start early. Be sure the med claims to treat velvet on the back of the bottle.

No that doesn't sound like fungus. Fungus should be a pale white colour. If it's parasitic, it would also be white; ich is white spots. It COULD be velvet, which is a goldish colour, which is a parasite similar to Ich and is treatable in the same way (increase temp to 81F, and add 1.5 tsp of salt per gallon of water, disolved first in dechlor water, for 2 weeks - keep the water very clean through daily water changes (don't forget to add salt)).
Or it could be normal betta coloration. I've seen bettas who look a certain colour but when the light flashes on them at the right angle.

***AMEND*** I am so sorry - After I posted I realized I was thinking of something else. My sincere apologies. When I read about "Velvet" I realized I was wrong. But DO go to the pet store/aquarium and get the medicine for him. :)

It is a typical fungus that beta fish get. Sometimes the fungi are white sometimes a rust color or even appear to be a cloudy film on the fish.
I suggest that you go to the local pet store/aquarium and tell them exactly what it looks like so they can suggest the appropriate product to put in the water to make your fish fungus free.

I had the same problem. If left chances are slim for survival. Best set is to go to an Aquarium store and ask a perfessional what they recommend.
